Prime Minister Narendra Modi on Thursday said comprehensive reforms in the education system at both the Centre and state levels are necessary to tackle paper leaks, adding that there would be no mercy for those involved in such crimes.

In a video message posted on Instagram after Parliament passed the Public Examination (Prevention of Unfair Means) Amendment Bill, 2026, Modi said paper leaks had become a major challenge for students as well as governments across the country.

He said the Centre and several states had faced the problem for years and that it had threatened the future of students appearing for public examinations. The new law, he said, fulfils the government’s commitment to strengthen measures against paper leaks.

“We will not spare the paper leak gangs, paper leak mafia and those playing with the future of children,” the Prime Minister said.

Modi said the government had constituted a task force, was setting up fast-track courts and was seeking suggestions from states to strengthen the examination system and prevent irregularities.

He added that the government was committed to ensuring students receive a fair opportunity and that its campaign against paper leaks would continue.

Parliament on Thursday passed the Public Examination (Prevention of Unfair Means) Amendment Bill, 2026, which introduces stricter punishments for offences related to paper leaks. The Rajya Sabha cleared the legislation by a voice vote after it was passed by the Lok Sabha on Wednesday. Opposition parties from the INDIA bloc staged a walkout during the debate.
