The Delhi High Court expressed dissatisfaction on Tuesday over the failure to provide textbooks and study material to students in MCD-run schools, describing it as an “unfortunate situation.” Acting Chief Justice Manmohan, leading the bench, directed the civic body commissioner to visit schools and oversee operations, emphasizing the need for immediate action.
MCD commissioner Gyanesh Bharti, attending virtually, informed the court about efforts to provide cash reimbursements for uniforms and stationery to students lacking bank accounts. However, he attributed the delay in book supply to the absence of a standing committee authorized to award contracts exceeding Rs 5 crore.
The court ordered the Delhi government to delegate financial powers to an appropriate authority within two working days to address the vacuum created by the absence of the standing committee.
The petitioner NGO Social Jurist highlighted the absence of textbooks and stationery for seven lakh students, leading to idle classrooms. The court expressed concern over the neglectful approach causing delays in book publication, potentially harming students’ academic progress.
Delhi government officials assured that efforts were underway to address the issue, with the education department taking action against negligent officials. However, the court stressed the importance of ensuring basic facilities like drinking water and washrooms in schools.
The court directed the Delhi government to submit an action taken report and scheduled the next hearing for May 7.
