In a bid to improve the performance and accountability of teachers and principals in government secondary schools, the Uttar Pradesh Government has implemented a revised transfer policy with stricter guidelines. The policy, proposed by DG School, Vijay Kiran Anand, categorizes schools into seven different categories to determine priority in transfers. Additionally, the average result of the past three years must exceed 60% for a teacher’s transfer application to be considered.
Under the new policy, principals can only apply for transfer if the school’s enrollment has increased by 15% over the past three sessions and the average result is above 60%. However, teachers and principals interested in transferring to the eight aspirational districts, Bundelkhand districts, or 100 aspirational development blocks are exempt from these conditions.
The cut-off date for eligibility to apply for transfer is set at March 31, 2020. Teachers can only apply to Girls Inter Colleges. Applicants are allowed to select up to five schools of their preference from the seven categories. These categories include aspirational districts, schools of the National Secondary Education Campaign, Government Model Inter Colleges, Abhinav Vidyalaya, schools within 2 km from the tehsil headquarters, schools within 8 km from the district headquarters, and schools located in Meerut, Agra, Varanasi, Kanpur, and Prayagraj.
The revised policy introduces weightages on different parameters to determine priority in transfers. Candidates with higher weightages will be given preference. If two candidates have equal weightage, the older one will be prioritized. High schools must have a minimum of four assistant teachers, while inter colleges require three lecturers and four assistant teachers. Transfers will only be considered if the number of teachers exceeds these minimum requirements. Additionally, no more than 10% of applications from any school will be forwarded.
In cases where there are multiple applicants for a particular transfer, the senior candidate in the cadre will be given priority. Teacher-Principals working in SCERT, Text Book Officer’s Office, and other institutions are eligible to apply for transfers, provided they can demonstrate excellent performance in their annual confidential reports from the past three years, with no pending disciplinary inquiries. Teachers will also have the option of mutual transfers, and there will be no minimum job compulsion for this.
The transfer process is scheduled to be completed by June 30, and online applications will commence as soon as government approval is received.
