UP: Head constable arrested for killing teacher; Govt. announces Rs 25 lakh ex gratia

In Uttar Pradesh’s Civil Lines area, a head constable was apprehended by the police on Tuesday for his alleged involvement in the fatal shooting of a teacher during an altercation that occurred on Sunday night. This incident incited protests and drew condemnation from opposition figures. District magistrate Arvind Mallappa Bangari announced a Rs 25 lakh ex gratia payment from the state government to the family of the victim, identified as Dharmendra Kumar. Kumar, part of a team from Varanasi’s education department delivering UP Board exam answer sheets to SD Inter College, was involved in the confrontation with the accused constable, Chander Prakash.

According to reports, Prakash, purportedly under the influence of alcohol, disturbed the group’s rest by demanding tobacco. When Kumar objected, a dispute ensued, leading Prakash to fatally shoot Kumar with his service carbine. Kumar was rushed to a district hospital, where he was pronounced dead upon arrival. Subsequently, the police launched an investigation, seizing the murder weapon and conducting a post-mortem examination.

Based on a complaint from the victim’s family, the police registered an FIR under IPC section 302 (murder) and the SC/ST Act. The incident highlighted concerns about the behavior of law enforcement personnel and the safety of civilians. The tragic event sparked public outrage, prompting calls for justice and accountability. As the investigation continues, authorities are under pressure to ensure a fair and transparent inquiry into the circumstances surrounding Kumar’s untimely death.
