In a groundbreaking move, the basic education department of Uttar Pradesh has introduced a corporate-style appraisal system for Basic Education Officers (BSAs). Under this new system, BSAs will be evaluated on 16 parameters, marking a significant departure from the traditional methods of transfer and posting.
The evaluation parameters include key aspects such as Operation Kayakalp, the utilization of funds received under the Samagra Shiksha program, the Nipun Bharat Mission, the performance of Kasturba Gandhi Balika Vidyalayas (KGBVs), and the Direct Benefit Transfer (DBT) scheme, among others. BSAs will now need to meet specific criteria on each of these parameters to earn points towards their transfer and posting.
One of the parameters focuses on the proficiency of schools in reading comprehension and numeracy. This includes ensuring the functionality of smart classes and the use of tablets for monitoring purposes in schools. The performance of KGBVs will also be taken into account, assessing factors such as student and staff attendance, timely inspections, and the availability of hygienic food for girls.
Vijay Kiran Anand, the Director General of School Education, emphasized that these new measures align with the directives of Chief Minister Yogi Adityanath for merit-based transfers and postings. He stated that the goal setting process for departmental officials has been completed, and performance assessments will be conducted online through the Manav Sampada portal using advanced tools. This approach aims to incentivize and reward outstanding performers within the BSA community.
Additionally, BSAs will be evaluated based on the achievement of 100% Aadhaar enrollment for students and the timely transfer of funds through the DBT system for uniforms, shoes, socks, sweaters, and school bags. The timely distribution of textbooks and workbooks to schools will also be considered during the assessment process.
To facilitate the evaluation, the department has allocated 10 points for each of the four main parameters. The first parameter focuses on the complete utilization of recurring and non-recurring grants received under the Samagra Shiksha program, with monthly progress updates required on the Prabandh portal. The second parameter emphasizes the achievement of 19 indicators in all government schools under Operation Kayakalp, including the completion of construction work for dilapidated school buildings.
BSAs will also earn points for successfully resolving affiliation-related cases, updating teacher-related matters on the Manav Sampada portal, ensuring admissions for disadvantaged students under the Right to Education Act, conducting regular inspections and monitoring activities, promoting inclusive education, and overseeing the implementation of the mid-day meal program.
With the implementation of this appraisal system, Uttar Pradesh’s basic education department aims to enhance accountability and efficiency among BSAs, fostering a merit-based approach to transfers and postings. This initiative is part of the state government’s commitment to improving the quality of education and ensuring the welfare of students across the region.
