Only 11 of the 134 action points finalised at the 5th National Conference of Chief Secretaries in December have been fully or substantially completed, according to a mid-term review shared with chief ministers ahead of the NITI Aayog Governing Council meeting on 11 June.
The review shows that the education sector accounts for the largest number of tasks still under implementation. In higher education, 26 of the 28 action points remain in progress, while only two have been completed. In the school education and literacy department, 20 of 23 action points are under implementation and three have been completed.
The government noted that the backlog reflects the scale of structural reforms required rather than stalled progress.
Among the key school education initiatives is the provision of basic amenities, including girls’ toilets, in all government schools. The review states that 27,903 girls’ toilets have been constructed in government and government-aided schools, against a target covering 39,439 schools without such facilities.
Progress was also reported under the APAAR programme, part of the ‘One Nation One Student ID’ initiative. Around 16 crore students have been issued APAAR IDs so far, according to the review.
In higher education, states with more than 30 per cent faculty vacancies in state public universities have been asked to undertake recruitment on a mission mode basis.
The upcoming NITI Aayog Governing Council meeting will focus on the theme, “Inclusive Human Development for Viksit Bharat 2047”, with discussions expected to be attended by Prime Minister Narendra Modi and chief ministers.
