The National Medical Commission (NMC) has said the denotification of the Maintenance of Standards of Medical Education Regulations, 2023 (MSMER-2023) will not dilute prescribed medical education standards but remove overlapping regulatory procedures.
The Commission denotified the regulations on October 14 following judicial observations and a review of the statutory framework under the National Medical Commission Act, 2019.
In a statement, the NMC said the Undergraduate Medical Education Board (UGMEB) and Postgraduate Medical Education Board (PGMEB) are responsible for prescribing academic standards and minimum educational requirements, while the Medical Assessment and Rating Board (MARB) is empowered to assess and inspect medical institutions, verify compliance and take regulatory action against deficiencies.
MSMER-2023 had introduced a parallel mechanism for institutional evaluation, annual renewal and enforcement through UGMEB and PGMEB, resulting in overlapping responsibilities. The denotification removes this duplication, the Commission said.
Annual Disclosure Reports (ADR) will remain mandatory. Medical colleges must continue to submit information on faculty, infrastructure, clinical facilities, patient load and other prescribed parameters. These disclosures will remain subject to scrutiny and verification by MARB.
Existing minimum requirements relating to faculty, infrastructure, clinical material, teaching facilities, attendance and academic standards will also remain in force. MARB retains the authority to conduct inspections, including without prior notice where necessary, and take action against non-compliant institutions.
The denotification also preserves actions taken, liabilities incurred and proceedings initiated under MSMER-2023. It does not exempt medical colleges from regulatory action for past or future violations.
The only procedural change is the removal of the additional annual renewal requirement under the 2023 regulations.
The NMC said the decision was intended to simplify regulation without weakening safeguards for the quality of medical education.
