The Indian Institute of Creative Technologies (IICT), Mumbai will establish Animation, Visual Effects, Gaming and Comics (AVGC) Content Creator Labs in 15,000 secondary schools and 500 colleges nationwide.
Backed by a ₹250 crore allocation from the Central government, the initiative aims to build a talent pipeline for the Orange Economy—the creative sectors of animation, visual effects, gaming and comics (AVGC)—to meet the demand for 2 million skilled professionals by 2030.
A Centre of Excellence for AVGC and Extended Reality, IICT operates under a public-private partnership model supported by the Ministry of Information and Broadcasting.
Temporarily functioning from the National Film Development Corporation (NFDC) at Peddar Road, the IICT will relocate in the near future to a 10-acre site at the Dadasaheb Phalke Chitranagari (Film City), in suburban Goregaon.
The Content Creator Labs are aligned with the Government of India’s National Education Policy (NEP) 2020, which aims to make the education system multidisciplinary, inclusive and student-centric.
The NEP 2020 promotes physical infrastructure, digital tools, connectivity, and industry-academic linkages.
In line with NEP 2020, the Central Board of Secondary Education has included Artificial Intelligence and Computational Thinking in the school curriculum. This framework introduces Artificial Intelligence from the pre-preparation stage of the educational plan.
The Union government will also support the state governments through the ‘Challenge Route’ to establish five University Townships and a new National Institute of Design alongside regional medical and research upgrades.The varsity townships will be set up near major industrial and logistics corridors.
To this end, the Department of Higher Education has initiated a consultation process with relevant stakeholders including state governments, academia and industry representatives.
It may also be noted that the Union Budget 2026-27 has made provisions for the setting up of a High-Powered ‘Education to Employment and Enterprise’ Standing Committee to recommend measures that focus on the services sector.
