A new Class 9 social science textbook published by the National Council of Educational Research and Training (NCERT) describes the judiciary as an “impartial and independent institution” that safeguards citizens’ rights and upholds the Constitution, months after a Class 8 textbook sparked controversy over its references to judicial corruption.
The Class 9 textbook, which was prepared before the controversy emerged, outlines the judiciary’s role in reviewing executive actions and constitutional amendments, striking down unconstitutional laws, and protecting democratic values and the rights of all sections of society.
In a chapter on democracy, the textbook explains the principle of separation of powers and notes that the judiciary takes up public interest litigations (PILs) to improve access to justice.
The publication follows a dispute earlier this year over a Class 8 NCERT social science textbook that included a section on corruption in the judiciary. The content drew objections and prompted intervention by the Supreme Court.
The apex court imposed a complete ban on the publication, reprinting and digital circulation of the textbook, describing the content as objectionable. Following the court’s order, NCERT withdrew both the physical and digital editions and issued an apology.
