QS Quacquarelli Symonds (QS) and Primus Partners have signed a Memorandum of Understanding (MoU) to collaborate on consulting and advisory projects focused on higher education and skilling in India.
The agreement, signed in New Delhi, formalises plans for the two organisations to jointly pursue and deliver consulting assignments across the government sector. The partnership will combine QS’s expertise in higher education rankings, benchmarking and internationalisation with Primus Partners’ experience in education, skilling and public policy consulting.
Under the collaboration, the organisations will support central and state governments on higher education reforms and institutional accreditation frameworks aligned with the objectives of the National Education Policy. They will also work with state governments, skill development missions and industry bodies on workforce development initiatives aimed at building talent pipelines.
The partnership will draw on QS’s higher education data and labour market intelligence, alongside Primus Partners’ experience in policy implementation and stakeholder engagement across India.
Dr Ashwin Fernandes, Chair of QS India and Vice President, Strategic & International Engagement at QS, said the collaboration would bring together global skills insights and local implementation capabilities to support government-led talent development initiatives.
Charu Malhotra, Co-Founder and Managing Director of Primus Partners, said the partnership would help deliver programmes informed by global benchmarks and adapted to Indian requirements.
QS is known for the QS World University Rankings and works with governments, universities, regulators and industry organisations worldwide. Primus Partners provides advisory and implementation support to governments, public sector enterprises, multilateral agencies and private-sector organisations across multiple sectors, including education and skill development.
